1. A reference region determination device for determining a reference region to be stored in a reference image buffer, the reference region determination device comprising:
a processor; and
a storage medium having computer program instructions stored thereon, when executed by the processor, perform to:
acquire a motion vector for each one of already encoded blocks;
derive a position change amount for the reference region based on a weighted average of a vertical component amount Vyi of the acquired motion vector of an ith encoded block of the already encoded blocks by using a weight coefficient Ei for a block size of the ith encoded block and a weight coefficient Fi for a cumulative difference value of the ith encoded block; and
determine a position of the reference region to be used in encoding of a next block for encoding after the already encoded blocks based on the position change amount.
