1. A method performed by one or more computers, the method comprising:
storing, by the one or more computers, program data that describes each of multiple monitoring programs designed to collect data from devices over a communication network, wherein the monitoring programs are respectively configured to collect data for different health research studies, and wherein the program data indicates researcher preferences indicating an importance of different user characteristics to the different health research studies;
receiving, by the one or more computers, monitoring data collected by remote devices about their respective users over a period of time, wherein the monitoring data for each of the remote devices is collected for one or more of the monitoring programs active at the remote device, and wherein at least some of the remote devices have different monitoring programs active to collect data for the corresponding health research studies;
based at least in part on the monitoring data and the stored program data, evaluating, by the one or more computers, the monitoring programs that are active among the remote devices;
based on the evaluation, identifying, by the one or more computers, a particular remote device of the remote devices that satisfies one or more criteria for changing a set of monitoring programs active at the remote device;
selecting, by the one or more computers, a program change for the particular remote device, wherein the program change is selected based on characteristics of a user of the particular remote device and the researcher preferences indicating the importance of different user characteristics to the different health research studies; and
based on the selected program change, causing, by the one or more computers, the particular remote device to change the set of monitoring programs that are active at the particular remote device, including providing data to cause the particular remote device to (i) deactivate a monitoring program that was active at the particular remote device or (ii) activate a monitoring program that was not active at the particular remote device.
