1. A winding device comprising:
a winding shaft;
a winding core portion that is provided to be rotatable on the winding shaft and that winds a continuous medium;
a flange portion that is provided on the winding shaft to be movable in an extending direction of the winding shaft and that guides the continuous medium wound around the winding core portion in a width direction of the continuous medium;
a flange-side engaging portion capable of moving integrally with the flange portion; and
a flange moving section that includes a cam provided with a cam-side engaging portion that engages with the flange-side engaging portion and that moves the flange portion to a plurality of flange positions.
