1. A computer-implemented method comprising:
receiving, via a communications network, a unique identifier;
identifying, by one or more processors and based on the unique identifier, a user profile of a user having a first user device that is enrolled in a quick access service, wherein the quick access service allows users to be authenticated by providing a user verifier that does not include personally identifiable information, wherein the unique identifier is associated with a second user device of the user;
determining, by the one or more processors, that the second user device is not enrolled in the quick access service;
determining a length of time since a last enrollment offer was sent to the user; and
in response to the determining that the second user device is not enrolled in the quick access service and determining that the length of time exceeds a threshold period of time:
causing an enrollment offer to be provided to the user, wherein the enrollment offer is to enroll the second user device into the quick access service.
