1. An engine emission control system, comprising:
an engine configured to consume fuel and air to generate an exhaust gas stream;
an exhaust system configured to channel the exhaust gas stream from the engine to a tailpipe;
an aftertreatment system in the exhaust system, the aftertreatment system including a catalyst;
an exhaust throttle valve disposed in the exhaust system;
an actuator configured to control an amount of air going through the engine; and
a controller configured to operate at least one of the exhaust throttle valve and the actuator to control emissions from the exhaust system during a cold start and after deceleration fuel cutoff events by reducing exhaust flow during the deceleration fuel cutoff events.
