1. A resin composition for an insulating layer comprising:
an olefinic resin as a main component; and
a metal deactivator,
wherein a content of the metal deactivator exceeds 0.05% by mass,
wherein a melting point of the metal deactivator is greater than or equal to 200° C.,
wherein the olefinic resin consists of block polypropylene and polyethylene, and
wherein a content of the polyethylene in the olefinic resin is greater than or equal to 1% by mass and less than or equal to 10% by mass.
