1. One or more non-transitory computer-readable media (NTCRM) having instructions, stored thereon, that when executed by one or more processors cause a user equipment (UE) to:
receive physical uplink shared channel (PUSCH) configuration information for a plurality of pre-allocated uplink resource (PUR) sets that are available for the UE to use for transmission of PUSCHs without transmitting a physical random access channel (PRACH) preamble to access an associated cell, wherein individual PUR sets of the plurality of PUR sets include one or more PUSCH resources or occasions, and wherein the plurality of PUR sets are non-overlapping;
determine, while the UE is in a RRC_IDLE state or a RRC_INACTIVE state, a first PUR set, of the plurality of PUR sets, to use for a PUSCH message based on a modulation and coding scheme (MCS) and/or a transport block size (TBS) of the PUSCH message; and
encode, while the UE is in the RRC_IDLE state or the RRC_INACTIVE state, the PUSCH message for transmission in one or more of the PUSCH resources or occasions of the first PUR set without transmitting a corresponding PRACH preamble, wherein the UE remains in the RRC_IDLE or the RRC_INACTIVE state during the transmission of the PUSCH message.
