1. A method performed by a terminal in a communication system, the method comprising:
receiving, from a base station, at least one semi-persistent scheduling physical downlink shared channel (SPS PDSCH) configuration and a list of physical uplink control channel (PUCCH) resources for hybrid automatic repeat request-acknowledgement (HARQ-ACK) information;
receiving, from the base station, at least one SPS PDSCH based on the at least one SPS PDSCH configuration;
identifying a PUCCH resource among the list of PUCCH resources based on a number of bits for HARQ-ACK information of the at least one SPS PDSCH and a maximum number of bits for each of the PUCCH resources included in the list of PUCCH resources; and
transmitting, to the base station, the HARQ-ACK information of the at least one SPS PDSCH based on the identified PUCCH resource.
