1. A user equipment in a 3rd generation partnership project (3GPP)-based wireless communication system, the user equipment comprising:
a communication module; and
a processor configured to control the communication module,
wherein the processor is configured to:
receive a plurality of physical downlink control channels (PDCCHs) associated with downlink scheduling, wherein each of the plurality of PDCCHs is received from a respective reception time in a respective cell;
transmit a hybrid automatic repeat request acknowledgement (HARQ-ACK) codebook for the downlink scheduling on a physical uplink control channel (PUCCH) resource associated with a last PDCCH of the plurality of the PDCCHs,
wherein the plurality of the PDCCHs is indexed based on a reception time and a cell index associated with each of the plurality of the PDCCHs, and
wherein, when at least two PDCCHs of the plurality of the PDCCHs have a same reception time and a same cell index, the at least two PDCCHs are indexed further based on a control resource set (CORESET) index associated with each of the at least two PDCCHs.
