1. A controller for use with a heating, ventilation, and air conditioning (HVAC) system and a controlled device, the controller comprising a memory and a processor and being configured to:
identify a base setpoint value for the controlled device;
receive an indication of a duty cycling event, the duty cycling event having a duration and an offset value;
define an offset setpoint value for the controlled device based at least in part on the base setpoint value and the offset value associated with the duty cycling event; and
modulate a setpoint of the controlled device between the base setpoint value and the offset setpoint value a plurality of times over the duration of the duty cycling event.
