1. A communication method, comprising:

receiving, by a terminal device, configuration information of a first control resource set, wherein the configuration information comprises mapping manner information of the first control resource set; and

determining, by the terminal device based on the mapping manner information, a mapping manner of a control channel element (CCE) to resource element groups (REGs) in the first control resource set, wherein each REG in the first control resource set occupies one symbol in time domain and one resource block (RB) in frequency domain, wherein REGs in the first control resource set are numbered in a time-first manner,

wherein the mapping manner information indicates that the mapping manner is interleaved mapping, REGs in REG bundle j in the first control resource set are numbered as m+jN_REG^REG-bundle, where j=0, 1, . . . , N_REG-bundle^CORESET−1 or j=0, 1, . . . , └N_REG^CORESET/N_REG^REG-bundle┘ and m=0, 1, . . . , N_REG^REG-bundle−1 wherein N_REG-bundle^CORESETis a quantity of REG bundles in the first control resource set, N_REG^CORESETis a quantity of REGs in the first control resource set, and N_REG^REG-bundleis a quantity of REGs in a REG bundle in the first control resource set, and N_REG^REG-bundle=N_REG^CCE, N_REG^CCEis a quantity of REGs in a CCE, and

wherein an REG bundle in CCE n in the first control resource set is determined based on an interleaved row-in-column-out manner of REG bundles, or

wherein an REG bundle in CCE n in the first control resource set is numbered as f(n,c), where f(·) indicates an interleaver and f(n,c)=└n/c┘+└N_REG-bundle^CORESET/c┘·(n mod c), n=0, 1, . . . , N_CCE^CORESET−1, c is equal to 2, 3, 4, 6, or 8, and N_CCE^CORESETis a quantity of CCEs in the first control resource set.
