1. An implantable canister, comprising:
a shell including a nanoscale through-porous structure defining a first major surface and a second major surface, the first major surface and the second major surface defining an interior chamber therebetween, the nanoscale through-porous structure including a first layer having a first substantially uniform composition and a second layer having a second substantially uniform composition different from the first substantially uniform composition, the first layer being adjacent to the second layer.
